Explorer++ launches by double-clicking the .exe file. How can I add this program to Windows 10 program menu so that I can click the Explorer++ icon in the start menu to launch it?

You can make it your default browser. You can still use Windows Explorer by Shift+Double Click a folder on Windows or right click and select "Open" from menu.
To make it default browser:
Tools - Options - Default File Manager - Replace Explorer for all folders (Vista and later)

I get the message that I don't have administrative privileges when I try to make Explorer++ my fault file explorer for Windows 10.

Add .exe's shortcut .lnk to "C:\Users\ YourUserName\AppData\Roaming\Microsoft\Windows\Start Menu\Programs" Folder.
Than you can search it and pin it on Windows 10 menu.
