The bookmarks toolbar is blank, even after restarting and rebooting.
Should have two bookmarks.

Bookmarks Toolbar
Re: Bookmarks Toolbar
Occasionally, I see a similar problem with version 1.4.0.1932 dev (64-bit build) Build date: Aug 14 2022 22:55:55 on Win 10.
I don't yet have a 100 percent reproducible scenario but it goes something like this:
- Create a new bookmark in the toolbar
- Bookmark does not appear and any further interaction with E++ produces a sound; you can still click on the close box.
- Click the close box or terminate E++ in Task Manager
- Next time you run E++, Bookmarks Toolbar does not show new bookmark and may have lost some previously existing ones.
- Other user settings may be lost as well: I had enabled "double-click to close tab" and after the restart it was not enabled.
