1.4 Version not opening

Im using Windows 10. I tried running version 1.4, 32 and 64 bit, and both wont open

Im currently using 1.1 64bit without issue. I downloaded 1.35 and that opens ok as well.

Dont know why 1.4 wont open, restarted pc no diff

Got it to work if i chnage the start up mode from 2 to 1 in the registry. Dont know if thats a bug or intentional?
